DSA conducts research, organizes educational events, and promotes policies that prioritize public welfare and digital sovereignty.

Adrian Wall

Managing Director / Senior Lobbyist

Adrian Wall is an educator, author, public speaker, and seasoned business leader with substantial expertise in Web3 technologies, asset management, corporate governance, blockchain risk mitigation, and the intersection of stablecoins with financial inclusion. As Managing Director of DSA, Adrian is responsible for setting the strategic vision, orchestrating global advocacy and lobbying initiatives, and overseeing operational execution. He regularly authors influential white papers and research reports on Web3 innovations and public policy. Adrian also spearheads DSA's Learning Team tasked with designing and delivering educational content to a diverse audience, including Capitol Hill legislators and staffers, industry professionals, and university-affiliated educators and students. Adrian has deep experience designing educational pedagogies through his time as an International Learning Committee member (2019-2024) and Officer Education Steering Committee Chair (2025-26) for the Young Presidents Organization (YPO). Prior to joining DSA, Adrian was a founding partner at 7LS LPF, a Web3-focused multi-strategy fund with US$ 500 million AUM. Adrian is a graduate of Harvard College (AB Economics, cum laude, 2003) and was awarded the Harvard Kennedy School of Government Public Leadership Credential (2023).

Clinton Graham

Director

Clinton is a Managing Director and Lead Client Portfolio Manager at Wellington Management. He focuses on equities and alternative investments like venture capital where he specializes in areas such as fintech, AI, infrastructure, and thematic investing. Clinton is also a Co-Chair of the Black Business Network--Shades. He joined Wellington as an Investment Product Manager in Investment Products and Strategies Equity. Clinton received his A.B. cum laude in Economics from Harvard College and his M.B.A. in Finance from The Wharton School at the University of Pennsylvania.

Matthew C. Luzadder

Senior Lobbyist

Heavily regulated DSA members turn to Matt Luzadder for actionable guidance on regulatory, compliance, and litigation matters. His seasoned, solution-focused representation protects their interests if government investigators, regulators, and plaintiff’s attorneys come calling. Matt merges deep regulatory knowledge with a litigator’s skill in identifying potential risks and a business lawyer’s eye for practical, efficient solutions. He knows what works for DSA and its members because he appreciates their operational realities and recognizes both the industry’s challenges and opportunities. A member of the Northern District of Illinois’ Trial Bar, Matt is an accomplished litigator and strategic negotiator who has successfully pursued, defended, and settled breach of contract, tortious interference, false advertising, trade secrets, and various other related commercial and consumer protection claims. He has nearly two decades of experience defending businesses in employment actions and is fluent in issues including SEC reporting, negotiating service contracts, and software licensing agreements negotiations.

Carmen Guzmán

Senior Lobbyist / Policy Research

Carmen Guzmán is a bilingual attorney and founder/sole member of a Latina-owned advocacy firm in Washington, D.C. Carmen enjoys a well-recognized brand and reputation in Washington, D.C., as a person whose lived experience and academic background in law, politics and policy informs the guidance she provides to DSA and its members. Having served in a number of executive positions and senior roles in the United States government, Carmen’s experience includes: representing the United States of America in international fora; advising cabinet secretaries and senators; designing and executing political/policy strategies for elected officials and corporations; public speaking; and
working with the Congressional Black and Hispanic Caucuses as well as senators to serve the needs of underrepresented communities.  Carmen has more than 20 years of experience in the financial service sector representing Fortune 100 companies. Originally from Oaxaca, Mexico, Carmen is a graduate of the University of Arizona School of Law and the University of Michigan Ross School of Business. Carmen is
happily married to Ikeita Cantú and an avid golfer.

Jeffrey J. Hunter

The counsel he provides to DSA and its members enables us to accomplish our strategic objectives in ways that are both compliant and effective. Ranked nationally as a leading practitioner for Political Law by Chambers USA and as a Washington, D.C., Super Lawyers “Rising Star,” Jeff delivers proactive political law compliance counsel that minimizes the risk of inadvertent transgressions that could draw the unwanted scrutiny of federal regulators or state attorneys general. When investigations or enforcement actions threaten his clients’ interests, his credibility, productive working relationships with regulators, and understanding of their concerns and priorities facilitate swift and favorable resolutions. Jeff has also appeared as a speaker and written in national publications on the Foreign Agents Registration Act (FARA). His work includes representation in DOJ FARA investigations, counseling clients in a broad range of industries, and obtaining favorable outcomes in prominent DOJ FARA “Rule 2” Advisory Opinions.
